How to become a certified tax agent in Nigeria

You can practise as a tax agent in Nigeria today without any licence, and many bookkeepers already do. What you cannot do without the Chartered Institute…

Becoming a certified tax agent means keeping your licence, credentials and professional standing in good order year after year.

You can practise as a tax agent in Nigeria today without any licence, and many bookkeepers already do. What you cannot do without the Chartered Institute of Taxation of Nigeria (CITN) is call yourself a chartered tax practitioner, use the letters ACTI or FCTI, or hold a CITN practising licence in your firm's name. So the real question is whether you need the title or just the work, and the honest answer for most people is: start doing the work, build a client base, and take the CITN route when your practice can carry the exam time and the fees.

The CITN route runs on professional examinations plus induction into membership. The informal route runs on competence, a Tax ID, and a letter of authority from each client. Both are legal. Only one gets your name on the Institute's register.

The two routes side by side

CITN route Practising informally
What you get ACTI/FCTI designation, CITN practising licence, right to sign as a chartered tax practitioner Ability to prepare and file returns as an agent acting for a named client
Entry requirement Recognised degree or HND, then CITN professional examinations (exemptions possible for some accounting and taxation graduates and for members of accountancy bodies) Working knowledge of PAYE, VAT and company income tax
Time to start earning After you pass and are inducted Immediately
Who accepts you Every revenue authority, plus corporate clients and audit firms that insist on a chartered practitioner State revenue services and the Nigeria Revenue Service, on the strength of a client authorisation letter
Ongoing cost Annual subscription, practising licence renewal, mandatory continuing professional education None beyond your own tax compliance
Ongoing risk Institute discipline if you fall short You carry the client relationship alone with no professional body behind you

What the CITN route actually involves

CITN is established by statute (the Chartered Institute of Taxation of Nigeria Act, originally Act No. 76 of 1992, now in the Laws of the Federation) and it is the body empowered to regulate the taxation profession in Nigeria. Membership comes through its professional examination, sat in diets that CITN publishes on its own calendar.

The examination is run in progressive levels covering the general subjects (financial accounting, business law, economics, quantitative techniques) then the tax subjects proper (personal income tax, companies income tax, petroleum and mining taxation, VAT and indirect taxes, tax audit and investigation, international taxation, tax management and practice). The exact paper list and the current diet dates change with syllabus reviews, so take them from the Students' Affairs Directorate at CITN rather than from any blog, including this one. CITN's national secretariat is Tax Professionals' House in Alausa, Ikeja, Lagos, and the Institute maintains district societies in Abuja, Port Harcourt, Kano and other centres where you can register and sit papers.

Exemptions are the part worth asking about before you pay for anything. Holders of a degree or HND in accounting or taxation, and members of recognised accountancy bodies, have historically been granted exemption from a set of the earlier papers. Exemptions are assessed case by case against your transcript, so send your credentials to the Institute for assessment first. That single step can cut a year off your timeline.

Documents to have ready

Assemble these before you start the application, because the delay is almost always a missing document rather than a slow secretariat:

  • Completed CITN application form (student registration form for the examination route, membership form after you qualify)
  • Birth certificate or sworn declaration of age
  • Degree, HND or other academic certificates, plus academic transcript for the exemption assessment
  • NYSC discharge certificate or exemption certificate
  • Certificate of any other professional body you belong to, if you are claiming exemption on that basis
  • Recent passport photographs
  • Detailed curriculum vitae
  • Two referees, with at least one being a financial member of CITN in good standing
  • Evidence of payment of the applicable fees

CITN's fee schedule (registration, exemption fees per paper, examination entry, induction and annual subscription) is set by the Institute and revised from time to time. Those amounts are not among the figures we can verify here, so get the current schedule directly from the CITN Membership Directorate or its official site before you budget. Do not rely on a figure someone quoted in a WhatsApp group two years ago.

The practising licence is a separate thing

Passing the exams and being inducted makes you a member. It does not automatically let you open "Adeyemi & Co, Tax Practitioners". A CITN practising licence is applied for separately, requires a period of post-admission experience and an up to date subscription record, and is renewed annually. Ask the Institute for the current experience requirement in writing, because it is the requirement most people discover too late.

Practising without CITN: what is genuinely allowed

If you are preparing and filing returns for clients, the revenue authority's practical concern is authority and accuracy, not letters after your name. For a state revenue service such as the Lagos State Internal Revenue Service or the FCT-IRS, you generally need a signed letter of authority from the client on their letterhead, naming you, before the office will discuss the file with you. Keep a copy in every client folder.

Three things you must have in place regardless of route:

  1. Your own Tax ID, and one for your business if it is separately registered. You can confirm what is already attached to your details with the free Tax ID lookup before you go anywhere near a revenue office.
  2. CAC registration for the business name or company you invoice through.
  3. A client engagement letter that states the scope, the fee and who is responsible for the accuracy of the underlying records.

One caution. The Nigeria Tax Administration Act 2025 and the accompanying 2025 reform Acts reshaped tax administration from 1 January 2026, including renaming the federal revenue authority the Nigeria Revenue Service. Whether any new registration requirement now applies to persons acting as tax agents is a question to put to the Nigeria Revenue Service directly rather than assume from an older article. Ask, get it in writing, and keep the reply.

What the work looks like: a client case worked to the naira

Here is the kind of file that pays your fees. Two clients, two different answers.

Client A, Delight Fabrics Ltd. Turnover ₦60,000,000, fixed assets ₦40,000,000, assessable profit ₦9,000,000, year end 31 December 2026.

Both tests are met: turnover of ₦100,000,000 or less and fixed assets of ₦250,000,000 or less. That makes it a small company, exempt from company income tax and from the 4% development levy. Tax payable: ₦0. Return still due, within six months of the year end, so by 30 June 2027. The client who says "we are exempt so we don't file" is the client who gets a penalty notice, and you are the person who stops that.

Client B, Delight Fabrics grows. Turnover ₦150,000,000, fixed assets ₦40,000,000, assessable profit ₦20,000,000.

Turnover now fails the small company test, so the standard rates apply:

  • Company income tax: 30% of ₦20,000,000 = ₦6,000,000
  • Development levy: 4% of ₦20,000,000 = ₦800,000
  • Total: ₦6,800,000

The difference between those two files is a single threshold. Knowing it cold, and being able to show the client the arithmetic on one page, is most of what a tax agent sells.

Your own tax as a new tax agent, worked in full

This is the calculation most people getting into this work get wrong, because they are doing it while still on someone's payroll.

Bunmi, payroll officer at a Lagos firm, is building a tax practice on the side during the 2026 year.

Item Amount
Salary from employment ₦4,800,000
Fees from tax agency work ₦2,400,000
Direct costs of the side practice (data, transport, software, printing) (₦400,000)
Net side income ₦2,000,000
Annual rent paid on her flat ₦1,500,000

Step 1: total income. ₦4,800,000 + ₦2,000,000 = ₦6,800,000.

Step 2: reliefs. The Consolidated Relief Allowance is repealed, so it does not appear. Rent relief is 20% of annual rent, capped at ₦500,000. 20% of ₦1,500,000 = ₦300,000, which is under the cap, so she gets ₦300,000. If she also makes statutory pension, NHF or NHIS contributions, those are deducted here too; this example leaves them out to keep the arithmetic visible.

Step 3: taxable income. ₦6,800,000 minus ₦300,000 = ₦6,500,000.

Step 4: apply the 2026 bands.

Slice of taxable income Rate Tax
First ₦800,000 0% ₦0
Next ₦2,200,000 (up to ₦3,000,000) 15% ₦330,000
Next ₦3,500,000 (from ₦3,000,000 to ₦6,500,000) 18% ₦630,000
Total tax for the year ₦960,000

Step 5: what PAYE already took. Her employer computes PAYE on the salary alone. Salary ₦4,800,000 less rent relief of ₦300,000 (assuming she filed the declaration with HR) gives ₦4,500,000: nil on the first ₦800,000, 15% on ₦2,200,000 = ₦330,000, 18% on the remaining ₦1,500,000 = ₦270,000. PAYE deducted: ₦600,000.

Step 6: the balance she owes. ₦960,000 minus ₦600,000 = ₦360,000, payable with her self-assessment return by 31 March 2027.

That ₦360,000 is the number that surprises people. The side income sat on top of the salary and was taxed at 18%, not at the 0% or 15% she was used to seeing. Put roughly a fifth of every agency fee aside from day one. You can test your own version of this in the free tax calculator before the year is out, rather than in March when the money is spent, and file the return itself through our filing flow.

Setting aside a fifth of every fee from day one makes the balance due on your self-assessment return far less painful.
Setting aside a fifth of every fee from day one makes the balance due on your self-assessment return far less painful.

VAT and the other obligations of your own practice

Professional fees are a supply of services, and the VAT rate is 7.5%. Whether you must register and charge it depends on the registration threshold in the Nigeria Tax Act, and that specific threshold is not among the figures verified for this article, so confirm it with the Nigeria Revenue Service before you start adding 7.5% to invoices. The ₦100,000,000 turnover mark that defines a small company is the number to keep an eye on as you grow. If you do register and charge, the VAT return and payment are due by the 21st of the following month.

If you employ even one assistant, you become an employer: monthly PAYE remittance by the 10th, and the employer annual PAYE return by 31 January.

The dates you will be quoting to clients weekly

Return or payment Due
Monthly PAYE remittance 10th of the following month
VAT return and payment 21st of the following month
Employer annual PAYE return 31 January
Individual self-assessment return 31 March
Company income tax return Six months after financial year end

Late filing and late payment attract penalties and interest under the Nigeria Tax Administration Act 2025. The exact naira amounts and interest formula are not among the figures we can verify here, and a tax agent quoting a penalty from memory is a tax agent who will eventually be wrong in front of a client. Read the penalty provisions in the Act itself and keep a printed copy of that section in your file.

A faster starting point than waiting for an exam diet

If you are reading this because you want to earn from tax work this quarter rather than after the next diet, do the sequence in this order:

  1. Learn the computations properly. The free eight part HopperTax Academy course walks through PAYE, the 2026 bands, rent relief, VAT at 7.5%, the small company test and the filing calendar, which is the ground you will stand on with your first ten clients.
  2. Confirm your own Tax ID with the Tax ID lookup and register your business name at CAC.
  3. Take three or four small clients, do their returns end to end through the filing flow, and keep every computation sheet.
  4. Send your transcript to CITN for an exemption assessment while those clients are paying your fees.

Nothing in step 1 to 3 is blocked by not being chartered. Step 4 is what turns a side practice into a firm.

Questions you are about to ask

Can I file returns for clients if I am not a CITN member? Yes, as an agent authorised in writing by the client. What you cannot do is present yourself as a chartered tax practitioner, use ACTI or FCTI, or hold a CITN practising licence.

I am an ICAN or ANAN member. Do I still need CITN to practise tax? The boundary between accountancy practice and tax practice has been litigated between the bodies over the years. The safe position: if you want to hold out specifically as a tax practitioner and hold a practising licence in taxation, get CITN membership. Ask both institutes for their current written position before you print letterheads.

How long does the CITN route take? It depends entirely on your exemptions and how many diets you sit. CITN does not publish a guaranteed duration, and anyone who tells you a fixed number of months is guessing. Get the current diet calendar and paper list from the Students' Affairs Directorate and count backwards from there.

Where do I actually submit the application? Through CITN's membership portal or in person at the national secretariat at Tax Professionals' House, Alausa, Ikeja, Lagos, or at the district society office nearest you. Confirm which channel is currently active before you travel, and keep the payment receipt and submission acknowledgement.

Do I need professional indemnity cover? Not by law for an unlicensed agent, but if you are signing computations for companies with real exposure, it is the cheapest protection you will buy. Price it once your fee income passes about a million naira a year.
